The device does not show any signs of life when plugged in and turned on.

works with new cap
the cap is bloated and cracked. will replace with 450v 2uF cap and try
successfully traced the power using ncv all the way into the fan internal.
fan doesn't start with manual assist (both counter clockwise/clockwise).
connected neutral to one leg of capacitor, it doesn't work, change leg, still the same.
next steps:
- check fan coil resistance
- change new capacitor
- trace thermal fuse
