Problem description
the mixer does turn on and can hear inner motor is running but the mixer arm is not rotating

opened up the top of the mixer and the belt is worn off/loose. that is the reason why the arm is not rotating despite the motor is running.
advised participant to buy new belt 400mm by 9mm
