Problem description
When turn on can hear some sound but the fan blade is not really moving or moving only a bit.

Replaced with 1.5 uf capacitor, fan now works perfectly.
It still moves slowly but when given a push it spins up to full speed and maintains. Suspect capacitor is weak.
After clearing the cat fur the blade now moves but very slowly. Will try wd40 then re-apply singer oil.
Opened it up, looks like a lot of cat fur stuck inside the motor, advise participant to help with clean up then try again.
