reseated the pcb and it started being responsive again however no output in lcd screen.
realised that elastomeric (zebra) connector is seated wrongly (flat rather than standing), this toy was previously opened up and had been reassembled wrongly.
cleaned the pcb lcd pins and zebra connector with alcohol, still no screen output. eventually realised that the lcd panel had been installed opposite way previously too. after flipping it around, the screen works.
